Power Up Basics (PC Engine LT)
To start with you can apply 9V DC to the DC jack on the left side (the right side is outward power for the CD ROM Add-on).
The DC jack is a DC 9V (3.5mm x 1.3mm) with a positive inner (so standard polarity).
If you wanted to power the console from bench, solder in the wires as shown, and apply 9V.

The console will boot to a white screen (or error code colored screen) if powered on and it doesn't detect a HuCard inserted.
Pin 1 of the HuCard (the shorter pin) is used to detect if a game is inserted.
Check with continuity to ground on the cartridge slot when the game is inserted to see if it is shorted to ground.
One final check is to make sure the slider on the right is set to Game and not TV, otherwise it won't boot the game.
In game mode it pulls anywhere from 160mA to 390mA without a screen.
With a screen inserted it pulls 300-500mA.
In TV mode the console should boot up and pull around 120mA without the screen connected.
With a screen inserted it pulls 300-500mA.
On power up it will display a channel number, and static unless tuned to a signal.
There is a switch on the back to swap between Preset and All Channels.
Sliding to PRESET goes to the stored channel (for example 1) and will show as green.
Changing to all channels allows you to press Left or Right to start auto scanning channels from 1 to 62 and stops when it finds a strong enough signal.
You can then press MEM to store it as a preset, or ERA to remove it from the preset list.
