The Sega Saturn only requires the main motherboard and the 5V power in rail operational to boot to the BIOS and show video out.
A working Saturn in this configuration and running on just the 5V rail will draw around 1 Amp (or just the 9V rail and will draw around 550mA).
Some revisions draw a few amps on first boot then settle down to the 1A power draw or less.
The 3.3V rail will draw just 8mA if applied power on its own without the 5V or 9V rails.
There is no need for a working coin cell battery or CD drive for visual output either.
The console should boot, show the time, and still go to the main menu regardless of it the coin cell or CD drive are present.
