Sega Saturn Minimum Boot

The Sega Saturn only requires the main motherboard and the 5V power in rail operational to boot to the BIOS and show video out.

A working Saturn in this configuration and running on just the 5V rail will draw around 1 Amp. Some revisions draw a few amps on first boot then settle down to the 1A power draw or less.

There is no need for a working coin cell battery or CD drive for visual output either.
